What happens during a vacancy?
The parochial fees that would normally have gone to the Incumbent should be sent in to the Diocesan Office when another stipendiary clergyman, an Ordained Non Stipendiary Minister (ONSM) or Lay Reader performs this task. However, if a retired minister with permission to officiate (PTO) should take a wedding, funeral or cremation service, then they are at liberty to retain two thirds of the aforementioned fees and pass the one third portion to the PCC for onward transmission to the Diocesan Office. Please see the Appendix to the Table of Parochial fees to see the split of the incumbent’s fees.
In the case of Banns, Marriage Certificates and Monument fees, these must always be sent to the Diocesan Office and not apportioned. The Bishop’s Guidelines set out procedures to be followed.
The Record of Fee income vacancy forms are to be sent to the Diocesan Office on a quarterly basis (end March, June, September and December) together with the appropriate cheque or nil entry if applicable.
Please see the “notes on fees” document for guidance on what to do with normal church services during a vacancy. The “expenses during a vacancy” form should be completed by the sequestrator to claim for the cost of these services up to a maximum of four services per week.
