A Church Commissioners’ car loan application form can be obtained from their website www.cofe.anglican.org/info/clergypay/car_loans/  There is a link on the diocesan website which takes you straight to this form if you prefer (www.bathandwells.org.uk), look under the ‘Information for Clergy, PCCs and Churches’  section.

Maximum loan is £9,535 (1 April 2007 to 31 March 2008)

When purchasing a new car, reports are not required.

When purchasing a second hand vehicle, the Church Commissioners require the following reports:

*Car Data Check or HPI Report

This provides a detailed report of the vehicle in the HPI and DVLA databases.  You will find that most garages automatically carry out this check themselves so ask the garage for a copy of this which will cost you nothing.

*Independent Engineer’s Report

The Church Commissioners insist on an Independent Engineer’s Report when a vehicle is over 4 years of age. They would encourage seeking a report for cars less than 4 years but this is not a requirement.

*If the car is an ‘ex demonstrator’, under 6 months old, and has not left the ownership of the garage, then an HPI Report will not be required.

*Loans will not be granted more frequently than every two years.

*You can carry forward the balance of an existing loan and spread it over the four year period but the total loan (including the carried forward amount) must not exceed the cost of the car.

*There is now provision on the application form to elect to receive the loan by BACS to the same account to which your stipend is paid or a cheque can be made payable direct to the garage or to yourself.

*The Church Commissioners will now allow the cost of an LPG conversion to beincluded within the loan provided the total loan (i.e. the vehicle plus conversion cost) does not exceed the value of the maximum loan in force at the time. The applicant must undertake to provide a receipt following the work and if this turned out to be less than the original estimate, the difference must be refunded.

Once completed, please return the form to Lynn Durbin at the Diocesan Office, giving an indication of when you hope to collect the car so that the Church Commissioners can be made aware of when the monies are required.
